President George W. Bush submitted the Council of
Europe's international treaty on cybercrime to the US Senate
for ratification on Monday, November 17 – a surprise move
that came almost two years after the US signed the
treaty. The Senate will now debate the treaty, with
approval of two-thirds of the Senate required for
ratification.
